The SIGIR'07 logo was designed by Tobias Baanders who combined primary colours and basic shapes of the Dutch art movement De Stijl with the dynamics of '007' James Bond.

De Stijl (Dutch; pronounced 'duh-stile'; literally the style in English) was an art movement in the 1920s. The movement is also known as the new plastic art (or 'Nieuwe Beelding' in Dutch). (From Wikipedia)
