Fr: GSLIS Publications Office Re: Internet & Library and Information Services The Graduate School of Library and Information Science University of Illinois at Urbana-Champaign announces the publication of: The Internet and Library and Information Services: A Review, Analysis, and Annotated Bibliography By Lewis-Guodo Liu Occasional Paper No. 202, December 1995 The literature on the Internet and library and information services has emerged and expanded since 1990 into a rich corpus--both in quantity and variety. Yet little effort has been made to organize this literature. The Internet and Library and Information Services: A Review, Analysis, and Annotated Bibliography examines the literature and provides a comprehensive annotated bibliography containing 446 items on the Internet and library and information services. The selected items are classified into twenty-seven topical categories such as: Business Resources; Government Information; Legal, Ethical, and Security Issues; Public Libraries; and User's Needs and Human Cognition. Lewis-Guodo Liu observes in his accompanying essay that the literature is predominantly descriptive and argues that more analytical research needs to be performed in the future. This bibliography focuses on providing information on the characteristics of the literature in the hopes to facilitate scholarly research and policy-making in this area. Information Retrieval Book Series Information Retrieval (IR) deals with access to unstructured information, both text and multimedia. It is part of both computer and information science, and is an essential component of the recent explosion of networked information services. The series will be the first collection of monographs, edited collections, and advanced texts to cover the many aspects of this field. The volumes in the series will be aimed at practitioners and researchers, including graduate students and advanced undergraduates. In order to publish material that is timely and reflects the state of the art, the series will focus on books of moderate length and relatively narrow scope. Possible topics include IR models, evaluation of IR systems, multimedia indexing and retrieval, IR and networks (including the Internet), digital libraries, natural language processing for IR, indexing and classification, information extraction, feedback and learning in IR, unstructured information and uncertainty in database systems, multilingual systems, hypertext, interfaces for information access, information visualization, and file organizations for text. Topics such as information policy, economics of information, and standards may also be appropriate. Hildreth, The GUI OPAC: Approach with Caution The march to GUIs by OPAC designers and vendors will continue unimpeded, so we must be on guard against the very real possibility of throwing out the baby with the bath water. We must not abandon sound principles as we make cossmetic improvements to the user interface. Point-and- click interfaces predate GUIs. More than window dressing, users need help in understanding the search process as consisting of complex, interrelated stages and levels of interaction between a variety of kinds of data and functions. COLUMNS Toward Small Solutions: An Informal Column Walt Crawford, Identifying Small Solutions What's a small solution? "Small": as opposed to a grand scheme or all-encompassing plan. "Solution": something that actually improves some situation for one or more libraries. A small solution need not be insignificant. It would be hard to call either OCLC or RLG insignificant, but both spring from (and progress best by) small solutions. What's the difference between a small solution and a pilot project? Attitude and approach. Many pilot projects are small solutions, but not all. Small solutions are characterized by self-sufficiency, sustainability, clarity, and extendibility. Sometimes, small solutions work briefly but make no sense for the long run. (RLG), and Pica, the Centre for Library Automation in The Netherlands, have signed an agreement to codevelop a document discovery and delivery service on the World Wide Web, called WebDOC. The new service will allow end users to search a special catalog of bibliographic records (maintained in parallel on both the RLG and Pica host computers), via Web browsers and to retrieve documents linked to them -- full text, articles, maps, images, etc. -- using Web technology. WebDOC interposes a licensing and accounting server between the catalog record and access to the whole document it describes, to verify that the user is covered by an institutional license or else to debit the user's personal account. WebDOC is designed to provide an environment for end- user access where the rights holders may seek compensation for use of their materials. These include many journal articles and some unusual, high-quality image and primary sources collections. RLG and Pica plan to launch WebDOC as a pilot production project in 1996, starting in January in the Netherlands and Germany and in September in the United States. Pica has already identified a group of institutions in the Netherlands that will participate with their end users in the pilot; in the new year, RLG will identify pilot participants from among its members. Both organizations seek cooperation with commercial document suppliers and publishers to participate in the project. Pica recently signed the first contract with a publisher, Kluwer Academic Publishers in Dordrecht, The Netherlands. WEBDOC is the first phase of a broader strategic collaboration planned to achieve streamlined access to documents in paper form as well as digitized materials -- and to give the end user a single interface for information retrieval, document request, electronically assisted document delivery, and conventional interlibrary loan. RLG and Pica intend to pool development resources in creating shareable software modules and to offer integrated end-user services to libraries and their patrons on both sides of the Atlantic. The Scholarship, with its name established in 1989, awards US $500.00 to a student of Chinese heritage currently enrolled in an ALA-accredited library school as a full-time student. The scholarship is designed to encourage the development of leadership in Chinese American librarianship. The winner of the award will be selected and announced by April 30, 1996.
